Windows uses the hosts file to map hostnames to IP addresses.
The file is normally located at:

If an officially required Finacle hostname entry is missing
or incorrect, the workstation may fail to resolve the required
server correctly.
Open Command Prompt as Administrator and run:
ipconfig /flushdns
Restart the browser and try accessing Finacle again.

from Command Prompt.

A successful ping does not necessarily mean that the Finacle
application is available. ICMP/ping may be blocked even when
the web application is working.
